Tooltip with property description disabled when monolingual (SMW_DV_MLTV_LCODE)

In other words property links should not just work for properties of datatype Monolingual text but also for Text. In case this is not a bug it will be an enhancement. Either way I believe that it is worth reporting on GitHub.
