The "in waiting" state defines a state where the change propagation is waiting of being schedule and executed (i.e. where the smw.changePropagationDispatch job has finished) while the change is waiting to be propagated. The altered property or category will have a change propagation property assigned that store the request until the job removes the property.
While the "in waiting" state persists, the category and property page is locked up to the point where the change propagation property is removed, the lock will be released and the state is going to be lifted.
